For the first time in the history of Kyiv telecommunicational networks development leading TV channels and cable networks operators settled basic rules to regulate interrelation process.
Representatives of TV channels – INTER, ORT- International, TRC “Kiev”, TONIS, ICTV, CTB, Noviy Kanal (New Channel) IVK, M-1, OTV, KTM, Gravis, NMB, “Express –inform”, Enter, Enter-film and Association of the network TV and radio network operators of Ukraine joined the round-table discussion.
VOLIA, leading cable TV network company, acted as representative of TV cable network operators. The company presented basic political principles for interrelation with clients and TV channels.
“The basic principle for interrelation with clients is defining of TV channels list following cable TV service consumers’ requests. The same goes to TV channels – their programs should be attractive for clients,” Sergiy Boyko, President of VOLIA company stated.
Besides, he mentioned following requirements TV channels should meet to be presented at VOLIA company’s cable network:
· observance of copyright and contiguous rights guarantee ;
· availability of all appropriate licenses and authorizations for a channel broadcasting via Kyiv cable network;
· matching signal to present technical standards ;
· availability of a contract under the acting legislation.
VOLIA Company polls the clients twice a year (December, July) in order to define their preferences. The first poll was conducted in July of the current year. The improved methodology for the public opinion research was presented at round table discussion. Quantitative research technique is a kernel of clients’ preferences definition for forming of VOLIA Cable ™ service package.
Companie’s subscribers number comes to 538 000 apartments. Not less than 10 % of subscribers are expected to participate in the poll. The poll questionnaire is put on the backside of the VOLIA Cable ™ service payment bill. Besides, any changes in the TV channels list are making not more than twice a year (September, February) taking into account clients’ requests, defined during the polls, and mentioned above requirements for TV agencies.
TV channels’ representatives seconded basic principles, decelerated by the company. Meantime they suggested some additional changes for the body text of the poll questionnaire. Following the principle of openness VOLIA Company seconded the proposal concerning involvement of TV channels’ representatives in the poll procedure supervising. The Cable network operator along with TV channels’ representatives came to the agreement regarding arrangment of a club for lasting dialog, interrelation and mutual consent sustaining.
