Volia Cable LLC started to provide services of Internet access by networks of KTM and IVK cable TV operators (Kyiv), according to Edward Belov, Vice-President of the company.

By different estimations, KTM and IVK together control 70% to 80% of the Kyiv cable networks. Volia ISP provides the companies with external communication channels.

Volia Cable and Volia ISP are managed by Sigma Investment Group, the Ukrainian partner of SigmaBleyzer, an international private investment company. SigmaBleyzer manages assets of the three UGF funds (Ukrainian Growth Fund), totaling around $100 million.
