Mr. Ballard, an American citizen, holds a bachelor’s degree in Russian Studies from the University of Iowa, and a Masters of International Management with a specialization in Finance from Thunderbird, the American Graduate School of International Management in Phoenix, Arizona.  From 1993 through 2001 Mr. Ballard spent most of his years living and working in the former Soviet Union.  The majority of his time was spent in the oil and gas industry in finance on various construction projects in the FSU. 

He joined SigmaBleyzer in 2003.  His main responsibilities include coordinating the launch of new funds, as well as fund raising and investor relations.
